Introduction

The National Board of Vocational and Skill Education (NBVSE) is committed to providing a safe, secure, respectful, and inclusive educational environment for all students, learners, faculty members, staff, and stakeholders. The Board maintains a zero-tolerance approach towards ragging in any form and is dedicated to ensuring that every learner is treated with dignity, respect, and equality.

NBVSE believes that education should be conducted in an atmosphere that promotes mutual understanding, discipline, professional conduct, and personal development. Any act of ragging, harassment, intimidation, bullying, humiliation, or abuse is strictly prohibited and shall be dealt with seriously in accordance with this policy.

Policy Statement

NBVSE strictly prohibits ragging in all educational, training, academic, practical, online, and institutional environments associated with the Board.

Every student has the right to pursue education in an environment free from fear, harassment, discrimination, intimidation, and humiliation.

The Board shall take all necessary measures to prevent, prohibit, and eliminate ragging from its academic and training ecosystem.

Objectives

The objectives of this Anti-Ragging Policy are to:

  • Protect the dignity and rights of students.
  • Foster mutual respect among learners.
  • Encourage ethical and responsible behavior.
  • Establish effective reporting and grievance mechanisms.

Definition of Ragging

Ragging refers to any act that causes, or is likely to cause, physical, psychological, emotional, social, or academic harm, distress, embarrassment, fear, humiliation, or intimidation to a student.

Ragging may be committed by an individual or a group and may occur directly or indirectly.

Forms of Ragging

Ragging may include, but is not limited to:

Physical Ragging

  • Physical assault or abuse.
  • Forcing students to perform physically demanding tasks.
  • Causing injury or bodily harm.
  • Unwanted physical contact.


Verbal Ragging

  • Use of abusive or offensive language.
  • Insults, ridicule, or humiliation.
  • Derogatory remarks or comments.
  • Public embarrassment.


Psychological Ragging

  • Intimidation or threats.
  • Mental harassment.
  • Creating fear or anxiety.
  • Emotional abuse.


Social Ragging

  • Isolation or exclusion.
  • Discrimination or unfair treatment.
  • Compelling students to engage in degrading activities.
  • Restricting participation in institutional activities.


Cyber Ragging

  • Online harassment.
  • Social media bullying.
  • Sharing offensive messages, images, or content.
  • Digital intimidation or defamation.


Prohibited Activities

The following actions are strictly prohibited:

  • Harassing new students.
  • Forcing students to perform acts against their will.
  • Using abusive, insulting, or offensive language.
  • Creating fear or intimidation.
  • Threatening students physically or mentally.
  • Subjecting students to humiliation or embarrassment.
  • Discriminating on the basis of gender, religion, language, region, caste, ethnicity, or background.
  • Recording or sharing degrading content.
  • Encouraging, supporting, or participating in ragging activities.


Responsibilities of Students

All students are expected to:

  • Respect fellow students and staff.
  • Maintain discipline and professional conduct.
  • Refrain from any form of ragging.
  • Report incidents of ragging immediately.
  • Cooperate with investigations when required.
  • Promote a culture of inclusiveness and mutual respect.


Reporting Mechanism

Any student, parent, guardian, faculty member, staff member, or stakeholder may report incidents of ragging through:

  • Official Email
  • Written Complaint
  • Online Grievance Portal
  • Institutional Authorities
  • Anti-Ragging Committee
  • Student Support Cell

Complaints may be submitted with supporting evidence wherever available.


Anti-Ragging Committee

NBVSE may constitute an Anti-Ragging Committee responsible for:

  • Monitoring compliance with the Anti-Ragging Policy.
  • Reviewing reported incidents.
  • Conducting inquiries and investigations.
  • Recommending disciplinary actions.
  • Promoting awareness and prevention initiatives.

The committee shall function in a fair, transparent, and impartial manner.

Investigation Procedure

Upon receiving a complaint:

  1. The complaint shall be acknowledged.
  2. Preliminary review shall be conducted.
  3. Necessary inquiries shall be initiated.
  4. Statements and evidence may be collected.
  5. Findings shall be reviewed by the competent authority.
  6. Appropriate action shall be taken based on the outcome of the investigation.


Disciplinary Action

Any individual found guilty of ragging may be subject to one or more of the following actions:

  • Written Warning
  • Apology Requirement
  • Suspension from Academic Activities
  • Debarment from Examinations
  • Cancellation of Registration
  • Expulsion from the Institution
  • Withholding of Certificates
  • Restriction from Institutional Facilities
  • Any other action deemed appropriate by the competent authority

The severity of disciplinary action shall depend upon the nature and seriousness of the offense.

Protection of Complainants

NBVSE shall ensure that:

  • Complaints are handled confidentially.
  • Complainants are protected from retaliation.
  • Students can report concerns without fear.
  • Appropriate support is provided to affected individuals.

No student shall suffer adverse consequences for reporting ragging in good faith.

Awareness and Prevention

NBVSE shall undertake awareness initiatives including:

  • Student Counseling

  • Code of Conduct Communication
  • Anti-Ragging Declarations

These initiatives aim to educate students about the consequences of ragging and promote a respectful learning culture.

Policy Review

NBVSE reserves the right to review, amend, modify, or update this Anti-Ragging Policy from time to time to ensure its continued effectiveness and compliance with evolving educational standards.
